The Missing Dimension

Every institution documents its own work. Deployments, decisions, protocols, incidents, outcomes. Those records are often thorough within the boundaries of the institution that created them.

What they rarely describe is what happens as responsibility passes from one institution to another. No single record is usually created for that purpose.

This article brings together five such instances, each documented independently. They include contemporary public reporting, after-action records, parliamentary testimony, operational correspondence, and reporting following a criminal investigation. Each was made for a different reason. Read together, they make it possible to examine questions none was made to answer on its own.

The first of those records is still unfolding.

Wildfire Season 2026

Wildfires are burning across Canada. Since April, thousands of First Nations residents have been evacuated.

On July 13, Namaygoosisagagun was destroyed. Chief Helen Paavola told the Assembly of First Nations that her community was destroyed without warning from any ministry and without assistance from anyone.

Anishinabek Nation Grand Council Chief Linda Debassige, whose office represents thirty-nine First Nations, has described the jurisdictional response as pinball between federal and provincial governments.

Grand Chief Alex McDougall has named a documented pattern of federal wildfire funding — approximately seventy-eight percent directed to response, twenty-two percent to preparedness — as a cycle of failure.

In the same week that Ontario formally requested federal air support, the province announced a forty-four percent cut to its emergency forest firefighting budget for the coming fiscal year.

On July 22, Prime Minister Mark Carney convened the federal Incident Response Group to coordinate the government's response to what is being called one of the most severe wildfire seasons in Canadian history. The meeting focused on intergovernmental coordination, federal resource deployment, and the use of predictive technologies to support emergency response.
