G7 Compendium of Best Practices
What does the documentary record establish regarding ESDC's handling of the G7 Compendium?
The published work was titled the Compendium of Best Practices for the Human-Centered Adoption of Safe, Secure and Trustworthy AI in the World of Work. It was released on December 8, 2025 by Employment and Social Development Canada as a deliverable of the G7 Employment Working Group under Canada's G7 Presidency, prepared jointly by the International Labour Organization (ILO) and the Organisation for Economic Co-operation and Development (OECD). It covers six policy areas: skills development; productivity and automation; privacy and non-discrimination; occupational safety, health, autonomy and dignity; transparency, explainability and accountability; and social dialogue.
This Record examines what the released records establish about the Compendium's production and publication, and about the access-to-information and oversight processes now reconstructing the internal drafting history. The current documentary reconstruction rests on a distinction between observed absences in the released record and their underlying causes — a distinction this Record preserves as an open reconstruction question rather than an established conclusion.
Records 1 and 2 document the submission and internal circulation of the Coordination Effectiveness Measurement Framework at the Treasury Board of Canada Secretariat and Innovation, Science and Economic Development Canada in October 2025. Record 3 documents the subsequent submission of the Execution-First Architecture for AI Workforce Transformation at the Treasury Board of Canada Secretariat on November 3, 2025 with G7 Presidency framing.
This Record examines the G7 Compendium, whose production window (July 2025 through December 8, 2025) overlaps chronologically with the internal circulation of both frameworks at other departments. Its subject matter includes several policy fields the frameworks address, including skills, productivity and automation, transparency, and accountability.
The documentary record does not establish that either framework was received by Employment and Social Development Canada; that either was circulated within the department during Compendium production; that either was considered in Compendium content decisions; that either was used in Compendium development; or that any Compendium content was derived from either. The documentary record establishes the temporal and substantive relationship described above. It does not establish any further documentary connection beyond those facts. The remaining propositions are unresolved within the currently available record.

What the Compendium articulates

The Compendium articulates a human-centered approach to AI adoption in the world of work, organized around the six policy areas above. Its content was prepared by the ILO and the OECD from national submissions to a short questionnaire on Policies for AI in the World of Work.

Canadian programs cited in the Compendium include the Future Skills Centre, AI Assist, the IT Apprenticeship Program for Indigenous Peoples, Sectoral Work Academy Programmes, the Canada School of Public Service, the Recovery and Opportunity Initiative, the AI for Productivity Challenge, the Personal Information Protection and Electronic Documents Act, the Voluntary Code of Conduct on the Responsible Development and Management of Advanced Generative AI Systems, the Canadian Artificial Intelligence Safety Institute, the Directive on Automated Decision-Making, and the AI Strategy for the Federal Public Service 2025–2027.

The Compendium contains no coordination-effectiveness measurement content and no reference to either of the two frameworks documented in Records 1 through 3.
What the disclosed record shows

The Compendium was produced by Employment and Social Development Canada in coordination with the ILO and the OECD during a period running from July 2025 through December 8, 2025. That production window overlaps with the internal circulation of the two frameworks documented in Records 1 through 3 at TBS and ISED.

On January 19, 2026, an access-to-information request seeking records on the Compendium's production was filed with the Treasury Board of Canada Secretariat as file A-2025-00985. On February 6, 2026, the file was transferred to Employment and Social Development Canada and re-numbered A-2025-00146.

On April 8, 2026, a 65-page release was issued on A-2025-00146. The release documents internal tasking of ESDC branches on the six policy areas. The release does not contain records responsive to the requester's search terms coordination effectiveness, implementation effectiveness, PraxisGraph™, TalentFund, or execution-first. It does not contain interdepartmental records between ESDC and either TBS or ISED on Compendium substrate. It does not contain external stakeholder submissions or intake records.

Following the April 8 release, the department identified a third branch as holding responsive records not searched in the initial disclosure.

The absences observed in the April 8, 2026 release are documentary facts about that release. Whether each observed absence reflects non-consideration during Compendium development, non-receipt of external submissions, receipt-but-non-recording in institutional intake systems, or incomplete disclosure in the released records is not established by the release itself.

On May 15, 2026, the Office of the Information Commissioner of Canada issued a section 32 notice on OIC investigation 5826-00935 concerning search adequacy on file A-2025-00146. A records preservation order is in effect. The investigation is active.

Conceptual parallels exist between the Compendium's policy areas and elements of the two frameworks previously submitted to Government of Canada officials during the Compendium's production window in October and November 2025. Derivation of Compendium content from either previously-submitted framework is not established from the released records.
